Republican Center for Adaptation of Children | Center for Social Adaptation of Children

Mission of the Center- provision of comprehensive medical and social, psychological and pedagogical assistance and advisory and legal assistance to the children of socially vulnerable groups of the population (children with disabilities, children left without parental care, as well as children of the social and legal risk group). 

Areas of the Center's activities:

• in-depth study of the problems of children of socially vulnerable groups (children with disabilities, children with impaired psychophysical development, with severe chronic diseases, orphans and children left without parental care or persons replacing them, children from disadvantaged families, groups of social and legal risk, minors in educational colonies and specialized educational institutions, gifted children);
• development of targeted comprehensive programs to solve children's problems and reduce the risk of their occurrence;
• monitoring the implementation of government programs and public projects in terms of target groups, as well as the development of proposals to improve the efficiency of the implementation of these activities;
• study and generalization of advanced domestic and foreign experience in the field of support and social adaptation of socially vulnerable groups of children, development of proposals for its use in the practical activities of state and non-state institutions dealing with issues of social adaptation of children;
• study of the system of training and retraining of specialists working with children of target groups, development, taking into account modern requirements and standards, recommendations to improve its effectiveness;
• analysis of the quality of teaching aids on the social adaptation of children and the development of proposals for their improvement.

The main tasks of the Center:

• improvement of legislation in relation to socially vulnerable groups of children;
• optimization of the mechanisms of interdepartmental interaction and social partnership in the system of social protection of children;
• using the resources of state bodies and public organizations in working with families and children in difficult life situations;
• introduction of innovative approaches to the provision of targeted services and social support for children into the practice of specialists in the system of social protection of children;
• providing comprehensive, targeted psycho-pedagogical, socio-medical, legal, informational and educational assistance to vulnerable groups of children and their families;
• introduction of alternative forms of accommodation for vulnerable groups of children;
• development of innovative technologies for social work with socially vulnerable groups of children and their families;
• providing psychological and pedagogical assistance to gifted and talented children, taking into account their individual characteristics;
• development of services to support families and children in order to reduce the risk of social orphanhood and the development of alternative forms of family placement of children;
• social, educational and preventive work with children of groups of social and legal risk;
• development of mechanisms for social adaptation, resocialization and integration into society of children from groups of social and legal risk;
• promotion of inclusion in the system of lifelong education and the development of its scientific and methodological foundations;
• introduction of the Early Assistance Service into the health care, education and social protection system to provide timely assistance to children with special needs and prevent children from becoming disabled.

The activities of the Republican Center for Social Adaptation of Children: research, scientific and methodological, scientific and organizational, practical.

Scientific research is carried out as a part of fundamental, applied and innovative projects of the Committee for the Coordination of Science and Technology Development under the Cabinet of Ministers of the Republic of Uzbekistan. In the period 2006-2015. on the basis of the Republican Center for Social Adaptation of Children, temporary creative teams have implemented and continue to carry out the following projects:

• development of scientific and methodological foundations of social and psychological support for children (graduates) of Mehribonlik homes;
• development of scientific and methodological foundations of a system for managing social protection of vulnerable groups of children at the national level;
• creation of an information model (electronic library) of a child social protection system;
• identification of social, psychological and pedagogical resources of foster families that optimize the integration of children into society;
• comprehensive assessment of the health and development of children from birth to three years;
• study of the problem of socio-psychological adaptation and integration into society of inmates of penitentiary institutions;
• scientific and methodological support of social protection of orphans and children left without parental care: forms of organization, social and psychological and pedagogical support, social adaptation;
• studying the problems of social, educational and preventive work with children of groups of social and legal risk;
• studying the problems of ensuring legal protection of vulnerable groups of children;
• creation of a model of the Early Intervention Service in Uzbekistan;
• creation on the basis of Mehribonlik houses and Children's Towns of the model of the Service for the placement of pupils into a family;
• development of a system of social, household and professional training of children of boarding schools for independent life;
• improving the mechanisms of social adaptation, rehabilitation and integration of children at risk into society on the basis of modern approaches to rehabilitation procedures;
• scientific and methodological support of vocational guidance work with schoolchildren of risk groups as an important area of ​​upbringing a harmonious generation in the system, continuous education;
• social work with children from large and low-income families;
• development of scientific and methodological foundations for the activities of branches of Information Consulting Services and their practical use (Fergana, Samarkand, Karshi).
